Michigan Governor John Engler speaks at the Heritage Foundation

Former Michigan Governor John Engler delivered the first Russell Kirk Memorial Lecture at the Heritage Foundation in Washington, D.C., Sept. 26, 1995. The title of the speech, “First Principles in the Public Arena,” reflects the Governor’s admiration for his friend of long standing. And it was to Russell and Annette Kirk that he regularly turned for advice.
